Community Development Block Grant (CDBG) Program

CDBG Program 

The U.S. Department of Housing and Urban Development (HUD) annually awards the Community Development Block Grant (CDBG) to the City of Jonesboro, as an entitlement city on a formula basis, to carry out a wide range of community development activities directed towards revitalizing neighborhoods, economic development, and providing improved community facilities and services. The program is authorized under Title 1 of the Housing and Community Development Act of 1974, Public Law 93-383, as amended; 42 U.S.C.-5301 et seq. CDBG Code of Federal Regulations is under 24 CRF Part 570 and 2 CFR Part 200. 

Activities must meet at least one of the three National Objectives: 

  • Benefit to low-and moderate-income (LMI); 
  • Aid in the prevention or elimination of slums and blight; and 
  • Meet an urgent need. 

The City, stakeholders, and citizens, through the Citizen Participation Plan process identify community needs for each annual program and funding priorities to carry out activities for viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low-and moderate-income persons. 

City of Jonesboro, as grantee, carry out a wide range of community development activities, such as, housing services and economic development within the following core activities--programs:

  • Homeowner Rehabilitation Assistance (may include sewer connection);
  • Homeownership Assistance;
  • Demolition & Clearance Assistance;
  • Public Services Program;
  • Public Facilities and Improvements Program;
  • Neighborhood Revitalization Program; and
  • Homeless Prevention and Services. 

PUBLIC NOTICE OF POTENTIAL SCAMS 

The Department of Grants & Community Development received a report that scammers are imitating Community Development Block Grant (CDBG) Program staff to solicit funds from victims. The scammers often contact victims via email and telephone.

Signs of a Scammer: 

A Scammer Will….

  • Ask you to send money to have access to the program
  • Be persistent in contacting you even after you say “NO”
  • Make a promise that “Sounds Too Good To Be True”
  • Contact you “Out Of The Blue” and can even try to impersonate family and friends
  • Ask you for your personal Information.

The CDBG Program staff will NEVER ask anyone to send funds to have access to the program services.

FY 2023-2024 Community Development Block Grant (CDBG) Public Announcements

NOTICE OF FUNDING AVAILABILITY – REQUEST FOR PROPOSALS for PUBLIC SERVICE APPLICATIONS 

The City of Jonesboro Department of Grants and Community Development will accept proposals for the 2023 program year (July 1, 2023 through June 30, 2024) for funds provided by The U.S. Department of Housing and Urban Development through the Community Development Block Grant (CDBG) Program. Applicants must be a not-for-profit organization as established by the IRS. Proposals for Public Services programs are due no later than April 24, 2023, by 5:00 p.m. The major focus of Jonesboro’s CDBG program is to provide a suitable living environment, decent housing, social services, and economic opportunities in low-income areas, and low-to-moderate- income persons. Applications will be reviewed and selected by the CDBG Citizen Advisory Committee and the CDBG funds will be awarded to qualified and selected projects.

NOTICE OF FUNDING AVAILABILITY – REQUEST FOR APPLICATIONS

2023 CDBG program year funds are available for low-to-moderate-income individuals. Applications for Homeownership, Homeowner Rehabilitation, Demolition and Sewer-Connection Assistance are available. Contact Madelynn Williams, CDBG Program Manager, for more information.

NOTICE OF PUBLIC REVIEW AND COMMENT

The City of Jonesboro has prepared the 2022 Comprehensive Annual Performance and Evaluation Report (CAPER) for submission to the U.S. Department of Housing & Urban Development (HUD) for performance review under the 2022-2023 Community Development Block Grant (CDBG) Program. A copy of the report is available for review and the public comment period is September 6-20, 2023. The report can be reviewed online at www.jonesboro.org and at the Municipal Center located at 300 South Church Street. Comments may be submitted in writing via email to madelynn.williams@jonesboro.org or mailed to the City of Jonesboro Department of Grants & Community Development ATTN: Madelynn Williams PO Box 1845, Jonesboro, AR 7203-1845.
