NOTICE OF 30 PUBLIC COMMENT

The City of Jonesboro held two public hearings on December 17, 2021 so as to get public feedback on what the 2021 Community Development Block Grant (CDBG) Annual Action Plan should include.  To give your feedback, please the the survey below or send your comments to Tonya Hass at thass@jonesboro.org..  We will be accepting comments until January 18, 2021 at 5 p.m.

The CDBG program is citizen driven, and your comments will provide valuable feedback on what funding priorities will be for the upcoming fiscal year.  Take the survey here:

NOTICE OF 15 DAYS PUBLIC REVIEW AND COMMENT 

The City of Jonesboro has prepared the 2019 Comprehensive Annual Performance and Evaluation Report (CAPER) for submission to the U.S. Department of Housing & Urban Development (HUD) for performance report under the 2019-2020 Community Development Block Grant (CDBG) Program. A copy of the report is available for review and public comment period, December 15 – December 30, 2020. The report can be reviewed below, and at the Municipal Center, 300 S. Church St. Ste. 402. Comments may be submitted in writing via email to thass@jonesboro.org or mailed to the Dept. of Grants & Community Development, City of Jonesboro P.O. Box 1845, Jonesboro, AR 72403.

HUD Income Limits

To qualify for CDBG funds a project must meet the Low and Moderate Income (LMI) Benefit National Objective. This means that an activity must benefit LMI persons or households. This is accomplished by serving individuals or households that earn 80% of area median income (AMI) and below (see link to chart below), or by serving persons presumed to be LMI such as those with special needs, persons with disabilities, homeless persons and the elderly.

Another way to meet the LMI benefit criteria is to provide a service that assists a minimum of 51% low and moderate-income persons or the project must be located in an area predominantly inhabited by LMI residents.

Each program has specific requirements, however all programs require that the following Family Income Guidelines be met: HUD Income Limits.

Annual Action Plan

The City of Jonesboro submits an Annual Action Plant to HUD. The Action Plan provides a concise summary of the actions, activities, and the specific CDBG Program funds that will be used each year for activities addressing decent housing, a suitable living environment, and by expanding economic opportunities benefiting low- and moderate-income persons within city limits of Jonesboro.

The FY2015 Action Plan was amended to include $230,000.00 in recaptured funds from previous years, which totals in the amount of $804,495.00. The $230,000.00 recaptured funds is proposed to be added to the existing $40,000.00 for Sidewalk projects in Neighborhood Revitalization Strategy Area.

Consolidated Plan - Five Year Plan

The Consolidated Plan is a plan of five years in length, which describes community needs, resources, priorities, and proposed activities to be undertaken under CDBG.
